I have found the solution/problem-source.

If dbs are FT indexed and the index is not completely new, the dbs cannot be created on the other server. AdminP brings following error msg:
"Received the status -- Source and destination full text options conflict -- trying to create DB on SRV; defaulting to an older replica creation technique."

After deleting the FT or recreating FT, db can be created on non-cluster server via adminp.
